AI-Assisted Voting Decision System Used in Swiss Referendum: Voter Comprehension Improved but Manipulation Risk Sparks Controversy

Switzerland allowed the use of the AI-assisted voting decision tool VoteWise for the first time in its national referendum on January 5. The system uses a conversational interface to explain all sides of referendum issues to voters and recommends voting options based on voters' value preferences.

Pilot data shows that voters using VoteWise scored 40% higher on referendum issue comprehension assessments than non-users, with voter turnout also increasing by 12%. However, AI ethicists at ETH Zurich have warned that VoteWise's recommendation algorithm may implicitly carry the developers' political leanings, constituting a new form of "algorithmic manipulation."

The Swiss federal government has required VoteWise to open-source its recommendation algorithm and accept independent third-party auditing.
