The 2030 G7 summit concluded on July 7 with a formal endorsement of the AIGovCharter global AI governance framework draft. The framework, drafted over 18 months by the Organisation for Economic Co-operation and Development (OECD), establishes the first internationally binding minimum standards for the development, deployment, and regulation of AI systems.

The three core principles of AIGovCharter are: transparency (high-risk AI systems must be explainable), accountability (AI developers bear legal responsibility for system behavior), and safety (AI systems must pass independent third-party safety assessments). G7 member states have committed to translating these three principles into domestic law by the end of 2031.

The framework also establishes an international "AI incident reporting" mechanism — when an AI system causes significant harm in any G7 member state, incident information will be shared with all member states within 24 hours to enable rapid assessment and response to systemic risks.

China and India, as non-G7 members, sent observers to participate in the framework's drafting process but have not yet committed to joining. Analysts believe AIGovCharter could become the de facto global AI governance standard, as non-compliant companies will struggle to access G7 markets.
